Image Release Requirements

As a requirement for the challenge, you have to submit the video releases of all people in the video. Is the release for people who can be identified clearly or for all people in the video? In the video we have clips where there are many people at the fair in crowd shots- I hope that we don't have to track everyone? Please clarify the release requirements.
